Dear Neighbor,

Below is an update on Nassau County’s efforts regarding the aftermath of Hurricane Sandy.

Bay Park Sewage Treatment Plant:
After triage, the Bay Park Sewage Treatment Plant is now partially operational pumping at 100% capacity and stopping raw sewage from backing up into homes and schools.

There are still several breaches of pipes within the sewage system.

The County, State and Federal critical response team is working tirelessly on comprehensive repair of the facility so that it can once again fully treat raw sewage.

A conserve water order remains in effect. Please:

• Limit water usage immediately.
• Limit laundry and washer/dryer usage to full loads
• Shorten shower time
• Limit flushing toilets.

The Nassau County Commissioner of Health warns residents to avoid contact with sewage which may have initially backed-up at manhole covers and basement drains. Residents should:

• Avoid contact with sewage;
• Wear gloves and use soap and water for any required clean-up, clean with disposable rags and paper towels and discard into heavy duty garbage bags; followed by disinfecting the area with a 10% household bleach solution;
• Place clothing worn during cleanup directly into the wash or discard into heavy duty garbage bags; and
• Items that cannot be cleaned must be discarded.

Howeowners Insurance:
Governor Cuomo announced that homeowners will not have to pay potentially large hurricane deductibles on insurance claims stemming from damage caused by Hurricane Sandy.

The New York State Department of Financial Services has informed the insurance industry that hurricane deductibles should not be triggered for this storm.

Many homeowners’ insurance policies for homes contain hurricane deductibles based on a percentage of a property’s insured value. These deductibles typically range from 1% of a home’s insured value to 5%. So for example, with a 5% deductible on a home insured for $300,000, the homeowner would have to pay for the first $15,000 of damage.

Homeowners who experienced property losses should file insurance claims with their insurers promptly.

Provide policy numbers and all information relevant to the loss. To best document losses, homeowners should to take photos or videos showing the extent of the losses before cleaning up.

Homeowners should make only necessary repairs to prevent further damage to property, like covering broken windows. Permanent repairs should not be made until after insurers have inspected losses. Damaged personal property should be kept until after an insurance settlement has been reached.

Homeowners should cooperate fully with their insurer and keep a diary of all conversations with the insurance agent, including the agent’s name, as well as the times and dates of all calls or visits.

Homeowners are also reminded that flood damage is only covered by flood insurance, which is a federal program administered by FEMA. Homeowners who have flood insurance and have flood damage should make claims through that insurance.

The New York State Department of Financial Services has activated a Disaster Hotline to answer consumer questions and help with problems. The Disaster Hotline number is 1-800-339-1759. It is staffed Monday – Friday from 8 AM – 8 PM and Saturday - Sunday from 9 AM – 4 PM.

FEMA Disaster Aid:
Federal disaster aid has been made available to Nassau County through the FEMA.

This aid will supplement state and local recovery efforts related to Hurricane Sandy.

I encourage residents and local business owners who think they may qualify for federal aid or would like additional information on what disaster assistance programs to call FEMA at 1-800-621-3362 or visit www.DisasterAssistance.gov to register.

Assistance can include grants for temporary housing and home repairs, low-cost loans to cover uninsured property losses, and other programs to help individuals and business owners recover from the effects of the disaster.

Federal funding is also available to state, local governments and certain private nonprofit organizations for debris removal and emergency protective measures.

Residents and business owners who sustained losses can begin applying for assistance today by registering online at http://www.disasterassistance.gov or by calling 1-800-621-FEMA (3362), 7 days a week, between the hours of 7am and 10pm.

Debris Removal:
With over 2,000 contractors clearing storm debris, Nassau County has opened two Storm Debris Removal Drop Sites:

• DPW Hempstead Garage – located at 467 Baldwin Rd in Hempstead; and
• DPW Hicksville Garage – located at 170 Cantiague Rd in Hicksville.
